You can ask, but you can't be sure that the recipient read your mail, even
if it was received.
In OE or WM or WLM, click Tools | Options | Receipts, then check the first
box, "Request a read receipt for all sent messages".
But that irritates a lot of users - like me; I seldom send a receipt, even
when one is requested. I usually find that it is just a setting that the
sender had checked long ago and simply forgot about. If I reply, he knows I
got his message. If I don't reply, it's because I don't want to reply -
probably because it was SPAM or PHISHING, anyhow.
